Male driver in brown Dodge Ram with Rhode Island plate "PROCUT" blocking restaurant goers at the breakfast place bordering Rhode Island Resource Recovery. Waited and waited to leave exit from our parking spot while the bullying fellow just sat there knowingly blocking restaurant goers from leaving their parking spots. Center-of-the-world character was parked in the main entrance/exit lane with his running vehicle, just sitting there and sitting there blocking visitors. Subsequently saw the same character driving his vehicle southbound on route 295 speeding in the left lane, same PROCUT Rhode Island license plate.

Charged through Bike only entrance, flashed lights in the area like he owned the place.

Driving reckless and tailgating and been suspicious and park for 1 hour

Driving in middle lane and inched closer and closer to me on left lane. No signal and just cut me off on left lane while going well over speed limit. Any closer and he would have hit my car.

Passed vehicles on right merge lane and shoulder on I-40, weaving in and out of traffic. Nearly hit my car.

He cut throug bottle to the cut and through water bottle to the car we couldnt stop

Tried to sideswipe me into another car

cuts people off to drive even slower in front of them- in the left lane as well

Swerving in and out of traffic through school area and then running a red light swerving through traffic as well and almost sideswiped a car
