The driver of this car was driving extremely recklessly. They were speeding, swerving in and out of lanes, tailgating, and attempting to pass drivers using the turning lanes and shoulder lanes. They ran another driver half way off the road with their recklessness (thankfully that vehicle didn’t hit anyone or anything and was able to get back on the road quickly) and they nearly hit other cars.
