She does this with her children in the vehicle. I think this person had a mental illness or may be driving under drug paraphernalia or something. This is not normal for anyone to drive like this.

This lady was also yelling obscenities out of the window and several other people. This lady was acting like they were under the influence of drug Paraphernalia or alcohol. Beware of this lady.
