I was slowing down at a red on Hwy 20 going East, when the light changed and turned green. I started to accelerate since I have right of way, but the other driver decided to make a very late right turn going from South to East and pulled out in front of me. I had to slow down significantly so i did not rear end him, all while he is blowing smoke and rolling his engine trying to speed up. About 10 to 15 seconds of him pulling out he brake checks me very hard. I have to slam on breaks and my breaks locked up. After I took a picture of his plate he pulled over, rolled his window down and said something vulgar as I passed him.
