Caucasian male with curly reddish hair has a habit of parking in apartment complexes where he doesn't live so that he can be closer to where he walks to school. Plenty of parking spaces on the street where all the other kids park and walk but this kid just keeps capitalizing on every cheap opportunity he can get. Too bad he's crowding out resident parking spaces to the point where handicap parking spots are sacrificed to the detriment of the legitimately needful.
